Building as text vs jpeg?

I had found a thread on this topic once before but can't find it again.

Is there a way to build into text rather than a jpeg? The site I am concerned about is text heavy and I am concerned that search engines won't find business names-it is a chamber of commerce site.

Should I put each of the businesses names in my keywords? Is there a limit for how many can be included on a page?

Any suggestions would be great.

The more CONTENT the better for SEO, pile it on, Content will drive your site not Pictures, Google Algorithmn does not have eyes... Also add more keywords to your 'Title' <title> Sag Harbor Chamber Home Page </title> (get rid of 'Home Page'.. and keep your URL in your Signature here, the SE's will find it, and it will help YOU !
