Are those the actual colors you want to use? they are a little harsh on the eyes...... Usually, I have no problems with my sites looking the same as when I create them and when I post them. What are the dimensions you are using to create your site?

No that is not what it is supposed to look like at all. I am using the green power template and it is nothing like my website in the program i made.
Can i take it down and repost it?
will a ftp program upload the correct version ?
or should i start all over?
this really is frustrating the crap out of me.

How did you Upload It? Maybe all the files did not make it to your PUBLIB HTML File... try again.. login into your Site Manager at your Web Host and see whats in your Public FTP, save, Restart, Build and Publish !

Use Firefox's FireFTP plugin. I use it and it is wonderful. You can go to your server and add/remove individual files or the whole thing. You can rename as well.
And about using templates. STAY AWAY from them. Create your site from the ground up. I absolutely HATE templates on WE. They suck. You can never adjust them to what you want. I use them for references on what a site could look like, but NEVER use them.
