Best way to organize my links

What is the best way to format my site if I have several hundred pages that are linked together and have an index to them, does anyone know what the best way to do this is? Some type of database feature?

You should be able to reach every page, from 'every page'. Make a text box with Rich Text, for example 'Products', then click on that box, and click on link, and choose 'pop up menu' ( drop down menu)..thats one way.
