Is there a way to have WE7 create a folder for each page or are we stuck with having all pages in one folder?

By default all your pages will be in one folder but you can have a seperate folder for your images.
You can create seperate documents and have the files for the other documents in other folders and then you interlink the two documents.
An example of what I mean is on my personal site... http://www.davidrosso.com
All of the html files are in the main root directory, except I created a completely seperate document that is linked to the main one, and it resides in the \photos directory.... http://www.davidrosso.com/photos/index.html
I did this so I can make updates to my photo page without affecting the rest of my site.

Do you mean a separate folder on your computer or on your webhost server ?
If you mean on your computer just make each page it's own document and then I create a folder within the HTML folder where you keep WE files when you build the wesite, just select that folder in the build dialog.
If you mean on your server - then I go to the root directory, create the separate folders myself and when uploading with publish assistant, you select the folder like - initial remote folder..../public_html/separate folder
.......But that does make linking pages together much more time consuming
