Rollover with popup menu

I am able to create a rollover, or I can create a pop up menu... but not both on the same button.

I would like to create a button that changes color on mouse over AND opens a functional pop up menu like the "services" button on this site www.hackmanroofing.com. Can someone post step-by-step directions on how I can achieve this effect?

I just started using the program a couple months ago, I too would love to learn how to do this but havent even began to try something like that yet :)
