Fax

I have Classic Phone Tools 4.0 Version. I have a US robotics (3Com) Modem and keep getting an error "Modem detected but not identified" and it doesn't show up on the list of modems. I ahve tried many of the modems but the fax line picks up on voice calls and the greeting sounds like static as does the message playback. I have Windows 98 SE. Is there a patch for this?
