I have pocket PhoneTools installed on an IPAQ 4705 OS Windows Mobile 2003. When I attempt to access the application I get the following error message: pocket PhoneTools - Failed to create empty document.

Please advise

Have you tried uninstallign and reinstalling the Pocket Phonetools? Thats would be the first thing to try.
