software: PhoneTools Multimedia Softare 2.17d Version
modem: Conexant HSF V92 56K RTAD Speakerphone PCI Modem
OS: Microsoft Windows XP Home Edition Version 2002
received software and modem with Dell computer

problem: Called number is busy is always reported, even when # is not busy. This seems to occur with international calls only, but I am not sure.

Have tried with several different long distance numbers that are not busy.
Currently, here is the fax number I am trying to reach:
<edit out>

The number is valid and not busy, however, modem dials, beeps a few times, then aborts the connection attempt.

I have tried removing modem config from Settings AND from PhoneTools, then rebooting and letting Windows reinstall it. But the problem continues...

I have seen one or two similar problems posted, but there did not appear to be any resolution.
